Yes. A single ISP Boost / FreeRADIUS server authenticates every MikroTik (and Cisco, Ubiquiti, etc.) you point at it. Add each router as a NAS with its shared secret - there's no separate server per location.
Yes. A hotspot voucher or user is a single global RADIUS credential - it is not tied to one router. The same login works on every MikroTik pointed at your server, so customers roam between sites with one account. No separate accounts per location.
